* les cantonales partielles des 14 et 21 octobre. A Art sur Meurthe :
- comme sur tout le canton, la participation fut faible : 28.37 % puis 38.45 % des Arcquois inscrits sont allés voter.
- le plus frappant, pour moi, est que, sur tout le canton, le plus gros taux (12.61 %) de votes en faveur du Front National est observé à Art/M ! Ce taux est même de 15 % sur le seul bureau de vote de Bosserville ! Certaines valeurs républicaines ont encore bien du chemin à parcourir sur notre commune. Pourvu que la FRATERNITE reprenne sa place dans le cœur et l’esprit de certains.
En tous cas, bravo à Claude BLAQUE, et bon travail avec la majorité départementale en place.

L'Est Républicain de ce jour publie le "hit parade des fiscalités communales" dans les 20 communes du grand-Nancy.
Art sur Meurthe est la moins imposée de toutes, à la fois en taxe foncière, et en taxe d'habitation.
Que vous inspire ce classement, et que ferez vous de ce point de vue si vous accédez à la Mairie ?
Je sais de source sûre trés proche de lui que le maire va s'arrêter en mars 2008 et qu'il veut passer le flambau à Jean pierre dessin.

Tant mieux pour les bourses Arcquoises, dont la mienne ! A titre personnel, comme tous les Arcquois, j’espère qu’on va garder la même place au classement.
Quel sens ce classement a-t-il pour le village en lui-même ? Est-il révélateur d’une excellente gestion de la part de nos édiles ? Empêche-t-il le développement de projets sur la commune ? Ces faibles taux compensent-ils des bases élevées ? Sont-ils accentués par des abattements forts ?... La liste des questions peut être longue à ce sujet.
En tant que candidat aux prochaines élections municipales, du point de vue des taxes :
-je suis pour une réflexion immédiate en vue, uniquement, d’une révision des abattements facultatifs, en veillant à :
°préserver le montant des revenus des impôts locaux
°participer à réduire les inégalités entre Arcquois
Autrement dit, je souhaiterais utiliser le droit qu’a la commune (mais qu’elle n’utilise pas) d’accorder des abattements fiscaux en fonction des situations fiscales des foyers (en favorisant les moins aisés, bien sûr)
-je considère la question des taxes comme secondaire en ce qui concerne la définition de projets (en tous cas, au stade où j’en suis dans ma démarche).
-Je considère la question des taxes comme égale à la question des autres ressources financières de la commune (services, locations, subventions, emprunts, …) en ce qui concerne le financement de projets.
-Pour l’heure, j’aimerais que cette question soit laissée de côté, et n’empêche pas les habitants de se poser quelques autres questions telles que : « De quel village je rêve pour mes enfants ? qu’est-ce qui me paraît être la priorité n° 1 ? la n° 2 ? la n° 3 ? de quoi manque-t-on le plus à Art/M. ? Au-delà de nos intérêts particuliers (ma maison, ma façade, mon jardin, mes impôts…) quelle serait la meilleure traduction de l’intérêt général sur le village ?... »
Je développe un peu, si ça vous intéresse :
Pour l’heure, ma démarche se veut axée sur la déclinaison de propositions, d‘idées, de projets sur lesquels je souhaite débattre. Certains sont incontournables, d’autres seront bons à jeter. Certains nécessitent d’être amendés, d’autres développés. L’heure viendra du récapitulatif, des choix à faire, de l’étalement dans le temps, et des modalités de financement.
Sur ces modalités de financement des projets : le fruit des 3 taxes décidées et perçues directement à l’échelle communale dans le budget de la municipalité représentent moins d’ ¼ du budget total de la commune (je préciserai cette part quand je le pourrai). D’autres ressources conséquentes existent. Les unes, quasi-automatiques, comme les dotations d’Etat. D’autres proviennent de l’action municipale, comme la location du Château (location qui, selon le bail commercial, à partir du 1er septembre 2007, doit rapporter entre 10 000.00 et 25 000.00 € de plus par an à la commune)... pour près d’1/3 du budget total de la commune. Enfin, d’autres sont obtenues après sollicitation d’institutions diverses, telles que les Conseils Général et Régional ou différents services de l’Etat (institutions financées, elles aussi, par nos impôts) ; parmi ces subventions, certaines sont presque automatiquement acceptées, d’autres nécessitent de présenter un dossier et de le défendre ; ces subventions spécifiques peuvent atteindre jusqu’à 80 % du coût total d’un projet d’investissement, auxquels il convient d’ajouter que le montant de la TVA est remboursé dans sa presque totalité 2 ans après l’engagement des dépenses. Je précise aussi que le recours à l’emprunt est possible (parfois souhaitable) en cas de besoin. Sachez aussi que certains projets passés (rue Schweitzer), attendus (place Saint Rémi) ou à imaginer (aménagements des bords de Meurthe, pistes cyclables…) ne sont pas censés grever le budget communal.
Enfin, considérant que le nombre de citoyens imposables augmente chaque année, et que les compétences de la commune s’amenuisent petit à petit, vous seriez même en droit de vous demander pourquoi les taux des taxes communales ne diminuent pas avec le temps. En effet, la valeur brute du revenu des impôts à Art/M. augmente régulièrement.

Dans l’absolu, OUI, bien sûr. Pourquoi ? Parce que c’est un Arcquois qui aspire à donner de son temps pour une bonne gestion du village ; il a déjà de l’expérience, et il a donc acquis un certain savoir faire. Même son expérience professionnelle lui confère des compétences bien utiles pour une commune. Je dois toutefois vous avouer que je ne le connais pas très bien.
J’ajoute aussitôt que les quelques échanges que nous avons déjà eus par le passé (lui en tant qu’élu, moi tantôt en tant que citoyen, tantôt en tant que président d’association) n’ont pas été très concluants pour travailler ensemble. Pourrait-il en être autrement d’une éventuelle coopération sur une liste commune ? Pourquoi pas ? Nos divergences ne sont peut-être que superficielles. Il conviendrait donc de voir si le village a à gagner à une telle collaboration, et si des convergences pourraient l'emporter sur nos divergences.
Pour ce faire, j’aimerais :
-ne pas attendre la veille des élections pour en parler avec lui (en mairie, autour d’une bière ou d’un coca…).
-Aborder certaines questions, liées à la place des habitants dans les processus de construction des projets, aux pistes de réflexion et de développement pour la commune, à nos approches respectives des« affaires publiques », à la fonction et au rôle de chacun sur cette liste avant et après les élections…
Pour conclure, je serais bien curieux de savoir ce que Jean Pierre Dessein répondrait, publiquement, à la question suivante : « Serais tu capable de rejoindre la liste de Johan Chanal ? Si non, pourquoi, et si oui, pourquoi ? »
Correctif sur la question des impôts : la commune d’Art/M. applique un des abattements facultatifs possibles (ce qui ne remet pas en cause l'intérêt d'une réflexion sur le sujet).
Que d'affirmations approximatives et inexactes, encore une juste ci dessus à propos des abattements...
Quand on ne connait pas un sujet, on commence par se renseigner, et on affirme APRES et non AVANT.

Le principe de ce blog est de les exposer (déjà fait tout au long d’octobre pour « aménagements dans les espaces publics » ; en novembre, ce sera « questions sociales », et par la suite, 3 autres thématiques), d’en discuter, de les enrichir, d’en amender, ou éliminer, d’en ajouter de nouvelles, de rebondir sur des commentaires… C'est une forme de démocratie participative, qui me paraît plutôt pertinente à l'échelle d'une commune comme la nôtre.

Pour rappel : j’ai émis des demandes écrites d’informations (financières en particulier) à Monsieur le Maire depuis plusieurs semaines maintenant. Les réponses se font attendre... jusqu’après les fêtes ? jusqu’aux élections ? jusqu’à l’intervention du CADA (voir liens utiles) ?

J’ai eu l’occasion de l'écrire il y a quelques jours : j’affiche une certaine différence d’approche des fonctions électives et de la place des habitants dans les développements de la commune :
•« Faire campagne deux mois après avoir travaillé sur les dossiers et les envies des Arcquois » : vous travaillez sur les envies des Arcquois SANS leur demander leurs envies (ni leur avis), SANS les Arcquois, SANS partage d’informations, SANS divulguer les tenants et aboutissants des projets sur lesquels vous travaillez, SANS consultation préalable… Puis, vous allez faire des propositions aux Arcquois, pour lesquelles, en mars, vous allez demander un blanc-seing pour 6 ans. Point. Moi, je n’agis pas ainsi : j’invite les Arcquois à participer à une réflexion globale, à la définition d’idées plus ou moins ambitieuses pour la commune, à la production collective de projets à plus ou moins long termes, à construire ensemble des pistes de travail pour l’avenir … Ces discussions doivent s’affiner, se préciser avec le temps, et aboutir à la définition de priorités qui seront le fruit de ces échanges.
• Vous avez des projets ? des idées ? allez-y, partagez-en une ou 2, là, sans attendre les fêtes, sur ce blog, en réunion publique, dans les boîtes aux lettres, dans l’Est, l’AB Infos, ou le Can’Art, même si des zones d’ombres demeurent. Qui sait ? peut-être sont-elles géniales ? peut-être qu’un ou des habitants vont réagir, vous poser des questions, vous suggérer des pistes complémentaires ? d’autres vous feront des contre-propositions ou vous critiqueront vertement ? En revanche, l’expression locale, la participation de chacun se développerait. L’appropriation par chacun du devenir du village jouerait en la faveur d’un fonctionnement plus démocratique, plus partagé, plus juste.
•Quant à ce qui concerne la compréhension de « l'âme du village et de ses habitants... » : si tant est que votre concept ait un sens, sur environ 850 électeurs, j’estime à près de 850 visions différentes de « cette âme » sur le village. Laquelle est la plus pertinente ? la plus juste ? la plus complète ? Vous y comprenez quoi, vous ? sur quelles bases ? d’après quel vécu ? quelles observations ? quels choix ? quelles actions ? quelles analyses ?... Si vous êtes mieux placé que tout le monde sur ces questions, partagez donc vos savoirs en la matière…
